ARFP receives no funding from the state, county, or city. Mission. The Animal Rescue & Foster Program is dedicated to helping abandoned puppies and kittens. WebOur Mission. MLAR will seek to rescue and re-home the most fragile and vulnerable of lives in our community - the voiceless, homeless animals on our streets. Our mission is to give every life we can a second chance at a forever home and we will aim to inspire humanity – both to speak for and do more to help in the ways they can.
